CITY OF PALATKA: CDBG Mitigation Infrastructure Grant Public Notice

City of Palatka issued the following announcement.

WEBSITE PUBLIC NOTICE

The City of Palatka anticipates applying for Rebuild Florida General Infrastructure Program (GIP) funding provided by the U.S. Department of Housing and Urban Development (HUD) to support long-term mitigation efforts by assisting the State of Florida and its local governments in minimizing or eliminating the risks and reducing losses from future disasters. This program is being administered by the Florida Department of Economic Opportunity (DEO) thru the Community Development Block Grant – Mitigation (CDBG-MIT) Program. A total of four hundred seventy-five million dollars ($475,000,000.00) in funding has been allocated by the Florida Department of Economic Opportunity (DEO) for the Rebuild Florida General Infrastructure Program.  The funding will be allocated through three separate funding cycles which will be held over a three-year period with the first funding cycle, to have applications due in DEO on or before September 14, 2020.  The amount of funding available in the first GIP application cycle is one hundred fifty million dollars ($150,000,000.00). Eligible types of projects are those that demonstrate increased community resiliency. Examples of some of the types of projects encouraged by DEO are as follows:

 Restoration of critical infrastructure (such as water and sewer facilities, streets, removal of debris, drainage, bridges, etc.).

Renourishment of protective coastal dune systems and state beaches.

Building or fortifying buildings that are essential to the health, safety and welfare of a community (this can include police stations, fire stations, parks and recreational centers, community and senior centers, hospitals, clinics, schools and educational facilities, other public properties).

Rehabilitation or construction of stormwater management systems.

Improvements to drainage facilities.

Reconstruction of lift stations and sewage treatment plants.

The City of Palatka anticipates applying for a total of twelve million nine hundred fifty-one thousand five hundred dollars ($12,951,500.00) in funding through the CDBG-GIP General Infrastructure Program.

Activities that are typically eligible for funding under the Community Development Block Grant (CDBG) Program as well as specific additional activities as outlined in the State of Florida CDBG-MIT Action Plan for the program are eligible projects if no other funding is available to meet the need. Applications are due in DEO no later than September 14, 2020.

Potable Water System Hardening

New Potable Well in proximity to backup power available and potable line / hydrant installation for fire redundancy. Locations: RC Willis Water Treatment Facility, Silver Lake Drive (Moseley to Palm), Husson Ave ( St Johns Ave to Silver Lake), Westover Drive (Campbell to Silver Lake), Campbell Street (Palm to Westover), Meadows Lane (off Westover), Roselle Ave ( Westover to Solver Lake), Golf Drive (Off Roselle), S Palm (Crill to Blair), Blair Street (off Palm), Underwood (from Crill), W Mockingbird Ln (Off Underwood), E Cardinal Street (Off Underwood), W Flamingo Drive (Off Underwood), West Main Street, Catherine Street, Lane Street, Augusta Road, West Forest Park Drive, James Street, Benham Street, Saylor Street, Oliver Street, Williams Street, Halsey Street, Pine Street (Catherine to St Johns Ave), Weaver Road (Palm to Hwy 19), Holden Road(Weaver to St, Johns Ave), Ross Circle (off N Palm), Latesha Terrace, Stephanie St, Terri Dr., Sherri Ln, Clover Lane.

Sanitary Sewer Collection System (SSCS) Hardening

Replacement of Lift Station at St Johns Ave and Zeagler Ave; installation of permanent Generators at the Lift Stations located at 106 Viking St, 201 Oleander Dr. and 101 N. Moody Rd; and the refurbishment of the lift station at Moody Road to generate additional capacity.

Hardened Areas for essential workers and equipment to be housed during storm events.

Locations: RC Willis Water Treatment Facility, Moody Road; Drew Platt Wastewater Treatment Facility, Browns Landings Road; Future Public Works Facility.

Any resident wishing to know more about the proposed project should contact Mr. Jonathan Griffith, Public Works Director at (386) 329-0107 or at email (jcgriffith@palatka-fl.gov).  Information relating to the proposed project and application can be accessed on the City of Palatka website located at (https://www.palatka-fl.gov).  Comments from the public must be received no later than 5:00 p.m. on Friday, September 11, 2020.  All comments will be considered and proposed changes will be submitted to DEO.  Information relating to the proposed project and application is available for review between 8:30 a.m. and 5:00 p.m. at the City of Palatka, City Hall located at 201 North 2nd Street, Palatka, FL  32177.
